in california, we have this system of propositions. people get to "make law" - despite the fact they are friggin' ignorant of what those "laws" designed by the propositions do!
for example, a friend of mine voted for proposition 14to give all voters the same ballot in the primaries - with the top two winners proceeding to the general election in all but the presidential races. yep. even the house and senate races are under this new "law".
